Em busca de uma solução para a crise financeira que afeta a saúde pública no Brasil, a Câmara dos Deputados convocou para o dia 20 uma comissão geral. Todos os deputados vão receber o ministro da Saúde, Alexandre Padilha, e outros especialistas da área para discutir as melhores opções para resolver o problema do financiamento público do setor.
O debate deverá prosseguir no dia seguinte, quando o presidente da Câmara, Marco Maia (PT-RS), e os líderes partidários se reunirão com governadores para definir propostas sobre o assunto que possam virar projetos de lei.
Com a votação do último destaque do projeto de lei que regulamenta a Emenda 29 na Câmara, marcada para o dia 28, o Congresso tem discutido alternativas para criar recursos que possam ser destinados à saúde. A emenda, que já está valendo, estabelece que a União, os estados e municípios são obrigados a aplicar um percentual mínimo anual de suas receitas na área.
Para conseguir mais dinheiro para custear a saúde, diversas propostas têm sido discutidas no Congresso Nacional. A primeira delas foi a criação da Contribuição Social para a Saúde (CSS), que já foi aprovada mas ficou sem definição de alíquota. O último destaque, que será votado no fim deste mês, retira do projeto a base de cálculo para a cobrança da contribuição. Com isso, já se considera que o novo imposto será inócuo.
Diante disso, parlamentares têm defendido cada vez mais a ideia de aprovar um projeto de regulamentação da exploração de jogos, como acontece com bingos e cassinos, para utilizar a arrecadação do governo no financiamento à saúde. Atualmente, já tramita na Câmara um projeto que regulamenta os jogos, mas ele não prevê a destinação dos recursos para nenhum setor específico. Por isso, precisaria ser alterado.
Outra ideia é aumentar a cobrança do Seguro de Danos Pessoais Causados por Veículos Automotores de Via Terrestre (Dpvat) para carros de luxo. O valor recolhido a mais seria destinado à saúde. Na mesma linha, tem tomado corpo a proposta de sobretaxar a venda de bebidas alcoólicas e cigarros.
Há ainda a sugestão de utilizar parte dos recursos do pré-sal para o financiamento da saúde. A criação do Fundo Social do Brasil, no ano passado, não contemplou a saúde como área a ser beneficiada com a aplicação dos recursos. O Fundo Social foi criado para ser o gestor do dinheiro arrecadado pela União com a exploração do petróleo da camada pré-sal. Para incluir a saúde entre os seus destinatários, um novo projeto de lei precisa ser aprovado.
A criação de um novo tributo a ser cobrado sobre a remessa de lucros de investidores estrangeiros também está sendo levantada. A proposta foi defendida pelo líder do PT no Senado, Humberto Costa (PE). “Aqueles que hoje estão inundando o Brasil de dólares para ganhar dinheiro com a alta taxa de juros que nós pagamos seriam obrigados, no momento em que viessem se apropriar desses lucros e remetê-los para fora, a pagar um percentual para a área de saúde”, disse o senador em discurso recente.
Apesar de serem bastante discutidas, nenhuma dessas propostas foi apresentada formalmente no Congresso. Não há projetos de lei tramitando com a finalidade exclusiva de apontar fontes de financiamento que garantam os recursos para a saúde.
A Emenda 29, promulgada em 2000, ficou sem regulamentação, o que está sendo feito agora no projeto de lei que será votado no fim deste mês. O projeto já aprovado pelo Senado, e que atualmente tramita com substitutivo do deputado Pepe Vargas (PT-RS), estabelece que a União deverá repassar o valor equivalente ao que foi previsto para a saúde no Orçamento do ano anterior, mais o percentual de crescimento do Produto Interno Bruto daquele ano. Já os estados, de acordo com o projeto de regulamentação, deverão aplicar 12% de suas receitas correntes brutas, e os municípios, 15% das receitas.
O substitutivo do deputado Pepe Vargas determina ainda o que pode ser incluído na contabilidade da saúde. Isso porque, vários estados e municípios consideram que já aplicam recursos superiores aos previstos pelo projeto. Mas, gastos como merenda escolar, obras de infraestrutura e de saneamento têm sido debitadas na conta da saúde, o que, conforme o líder do governo na Câmara, deputado Cândido Vaccarezza (PT-SP), é uma “maquiagem”.
“Alguns estados maquiam a execução orçamentária, colocando gastos que não são próprios da saúde, para atingir o percentual exigido pela Emenda 29. Com a regulamentação, isso deixará de ser possível”, disse Vaccarezza.
Segundo ele, o governo reconhece que é preciso mais recursos para a saúde, mas questiona também os problemas de gestão que afetam a área. De acordo com Vaccarezza, a União e a maior parte dos municípios já aplicam mais na saúde do que prevê o projeto de regulamentação

The new Zune browser is surprisingly good, but not as good as the iPod’s. It works well, but isn’t as fast as Safari, and has a clunkier interface. Between me and my husband we’ve owned more MP3 players over the years than I can count, including Sansas, iRivers, iPods (classic & touch), the Ibiza Rhapsody, etc. But, the last few years I’ve settled down to one line of players. Why? Because I was happy to discover how well-designed and fun to use the underappreciated (and widely mocked) Zunes are.
