O único decreto que regula o uso de aviões da FAB foi editado em 2002, ainda no Governo Fernando Henrique, depois que ministros de seu governo foram acusados de ir passear em Fernando de Noronha em jatinhos da Força Aérea. Alguns deles chegaram a ser processados pelo Ministério Público Federal por conta disso. O decreto 4.244. Faz referência apenas ao vice e aos ministros do governo, presidentes da Câmara, do Senado e do Supremo Tribunal Federal. Para eles é assegurado o direito de usar os aviões para viajar a trabalho e ir para casa nos fins de semana. Os aviões também podem ser usados “por motivo de segurança e emergência médica”. Portanto, a uso da aeronave que trouxe as ministras, o deputado Domingos Dutra e o funcionário fantasma de Maricá, Márcio Jardim, não cumpriram as determinações do decreto em vigência, conforme abaixo:
DECRETO Nº 4.244, DE 22 DE MAIO DE 2002.
Dispõe sobre o transporte aéreo, no País, de autoridades em aeronaves do comando da Aeronáutica.
O PRESIDENTE DA REPÚBLICA, no uso da atribuição que lhe confere o art. 84, inciso VI, alínea “a”, da Constituição,
DECRETA:
Art. 1º O Ministério da Defesa, por intermédio do Comando da Aeronáutica, utilizando aeronaves sob sua administração especificamente destinadas a este fim, somente efetuará o transporte aéreo das seguintes autoridades:
I – Vice-Presidente da República;
II – Presidentes do Senado Federal, da Câmara dos Deputados e do Supremo Tribunal Federal;
III – Ministros de Estado e demais ocupantes de cargo público com prerrogativas de Ministro de Estado; e
IV – Comandantes das Forças Armadas.
Parágrafo único. O Ministro de Estado da Defesa poderá autorizar o transporte aéreo de outras autoridades, nacionais e estrangeiras, sendo-lhe permitida a delegação desta prerrogativa ao Comandante da Aeronáutica.
Art. 2º Sempre que possível, a aeronave deverá ser compartilhada por mais de uma das autoridades.
Art. 3º Por ocasião da solicitação de aeronave, as autoridades de que trata este Decreto informarão ao Comando da Aeronáutica a situação da viagem e a quantidade de pessoas que eventualmente as acompanharão.
Art. 4º As solicitações de transporte serão atendidas nas situações abaixo relacionadas, observada a seguinte ordem de prioridade:
I – por motivo de segurança e emergência médica;
II – em viagens a serviço; e
III – deslocamentos para o local de residência permanente.
Parágrafo único. No atendimento de situações de mesma prioridade e não havendo possibilidade de compartilhamento, deverá ser observada a seguinte ordem de precedência:
I – Vice-Presidência da República, Presidência do Senado, da Câmara dos Deputados e do Supremo Tribunal Federal e órgãos essenciais da Presidência da República; e
II – demais autoridades citadas no art. 1o, obedecida a ordem de precedência estabelecida no Decreto no 70.274, de 9 de março de 1972.
Art. 4º-A. As autoridades de que trata o art. 1o, inciso III, poderão optar por transporte comercial nos deslocamentos previstos nos incisos I e III do art. 4o, ficando a cargo do respectivo órgão a despesa decorrente. (Incluído pelo Decreto nº 6.911, de 2009).
Art. 5º O transporte de autoridades civis em desrespeito ao estabelecido neste Decreto configura infração administrativa grave, ficando o responsável sujeito às penalidades administrativas, civis e penais aplicáveis à espécie.
Art. 6º O Ministro de Estado da Defesa e o Comandante da Aeronáutica baixarão as normas complementares necessárias à execução deste Decreto.
Art. 7º Este Decreto entra em vigor na data de sua publicação.
Art. 8º Fica revogado o Decreto no 3.061, de 14 de maio de 1999.

Microsoft has plans, especially in the realm of games, but I’m not sure I’d want to bet on the future if this aspect is important to you. The iPod is a much better choice in that case.

The new Zune browser is surprisingly good, but not as good as the iPod’s. It works well, but isn’t as fast as Safari, and has a clunkier interface. If you occasionally plan on using the web browser that’s not an issue, but if you’re planning to browse the web alot from your PMP then the iPod’s larger screen and better browser may be important.
I’ll gear this review to 2 types of people: current Zune owners who are considering an upgrade, and people trying to decide between a Zune and an iPod. (There are other players worth considering out there, like the Sony Walkman X, but I hope this gives you enough info to make an informed decision of the Zune vs players other than the iPod line as well.)
One important issue is that when you find yourself searching for a student loan you may find that you’ll need a co-signer.
