Natalino Salgado assumiu a reitoria da UFMA em 2007, após dez anos à frente do Hospital Universitário, que expandiu e ao mesmo tempo enredou numa série de práticas clientelistas. Logo no início de sua gestão, pressionado pelo MEC e com atraso em relação à maioria das outras universidades federais, impôs a aceitação das regras do projeto de expansão do governo federal (Reuni) sem maiores discussões. E se assim começou, assim continuou. Era preciso não perder o bonde das verbas e promover as melhorias de que a universidade necessitava. Na verdade, estava dado o sinal para a sucessão de trapalhadas que culminaria numa reportagem do Jornal da Globo exibida nesta semana, integrando uma série especial sobre o ensino superior no país e cujo tema eram exemplos de abandono de instalações. Ele foi levado pelo Alan Kardec, hoje diretor do ANP, para o PCdoB. Desistiu do “comunismo”, com isso passou para o neoliberalismo do PSDB de Castelo, através do seu irmão Afonso Salgado. No afã de dar continuidade as suas intenções políticas, Natalino Salgado exigiu que seu irmão Henrique Salgado, prefeito de Pindaré, votasse em Gardeninha Castelo e em Gastão Vieira, visando recursos do MEC.
“Natalino Salgado tem como plano ser o vice de Castelo em 2012 e espera que Castelo saia para o Senado em 2014, abrindo pra ele a prefeitura de São Luís. Até agora não deu certo porque o PDT está vivo”, afirmou o informante.
De acordo com o informante, Natalino Salgado toma café com o PCdoB de Flávio Dino, almoça com o PSDB de Castelo e janta com o PMDB de Roseana.
