Começam a valer, a partir de 1º de junho, as novas regras que reduzem o número de tarifas cobradas dos consumidores pelas operadoras de cartões de crédito. As normas para o setor foram estabelecidas pela resolução n° 3.919/2010 do Conselho Monetário Nacional (CMN). Os consumidores pagarão no máximo, cinco tarifas do cartão: a anuidade, o pedido de uma segunda via do cartão, o uso de canais de atendimento para saques em dinheiro, a avaliação emergencial de linhas de crédito ou pagamento de contas com o cartão.
A redução no número de tarifas será obrigatória apenas para os cartões que forem emitidos a partir de 1º de junho deste ano, conforme explica cartilha do Banco Central divulgada nesta terça-feira (24).
Segundo o Ministério da Justiça, as mudanças foram motivadas pelo número de reclamações por cobranças indevidas registradas no Sistema Nacional de Informações de Defesa do Consumidor (Sindec) que integra Procons de todo País. As reclamações passaram por análise no Departamento de Proteção e Defesa do Consumidor (DPDC) do ministério e, em seguida, foram encaminhadas ao Banco Central.
Outra novidade aprovada pelo conselho é que só poderão ser oferecidos dois tipos de cartões de crédito: os básicos e os diferenciados, que podem ser nacionais ou internacionais.
Os cartões do tipo básico são exclusivos para o pagamento de compras, contas ou serviços. O valor da anuidade de utilização deve ser o menor preço cobrado pela operadora, entre todos os cartões oferecidos. Também fica proibida, a associação a programas de benefícios ou recompensas para os cartões básicos.
Já os cartões diferenciados, além de permitir o pagamento de compras, estão associados a programas de benefícios e recompensas. O preço da anuidade desse tipo de cartão deve abranger, além da utilização para o pagamento de compras, também a participação do usuário nos programas associados ao cartão.
Pagamento da fatura – A partir de junho, o pagamento mínimo da fatura mensal não poderá ser inferior a 15% do total cobrado. Já em 1º de dezembro de 2011, o valor mínimo corresponderá a 20% daquele total.
Os demonstrativos e as faturas mensais dos cartões de crédito deverão, ainda, trazer informações claras e separadas sobre os encargos cobrados, de acordo com cada operação realizada. Também deverá constar do extrato o valor a ser cobrado no mês seguinte, caso o consumidor opte pelo pagamento mínimo.
