Direto de Brasília – O presidente da Câmara dos Deputados, Marco Maia, assinou, na noite desta terça-feira (22), o Ato da Presidência que cria a Comissão Especial destinada a proferir parecer ao Projeto de Lei n.º 8035/2010, do Poder Executivo, que “aprova o Plano Nacional de Educação para o decênio 2011-2020”.
A Comissão será composta de 25 membros titulares e de igual número de suplentes, mais um titular e um suplente, atendendo ao rodízio entre as bancadas não contempladas. O deputado federal Gastão Vieira (PMDB-MA) já foi indicado para presidir a Comissão e o deputado Ângelo Vanhoni (PT/PR) já é consenso dentro do partido para ser o relator, no entanto ainda não foi indicado oficialmente.
Para Gastão Vieira, a discussão sobre a qualidade da educação brasileira avançará muito neste ano com o PNE. “Com a criação da Comissão Especial será possível estender o debate aos deputados que não integram a Comissão de Educação e Cultura. Teremos assim uma grande chance de colocar em prática um amplo debate sobre a educação brasileira”, afirmou.
A proposta reúne diversos subtemas, desde a ampliação do atendimento na educação infantil até a oferta da escola em tempo integral. Sobre a qualidade do ensino, o PNE prevê o aumento gradual do Índice de Desenvolvimento da Educação Básica (Ideb), criado pelo Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira (Inep) em 2007 para avaliar o desempenho dos estudantes dos ensinos fundamental e médio em língua portuguesa e matemática.
O Plano Nacional de Educação também prevê o aumento dos recursos aplicados pela União na educação. Os dados mais recentes divulgados pelo Inep mostram que, em 2007, União, estados, DF e municípios aplicaram 5,1% do PIB na área. O objetivo é que, até 2020, sejam investidos pelo menos 7% do PIB.
A instalação da Comissão especial deve acontecer na próxima semana, quando os partidos já terão indicado os titulares e suplentes para a debater a política educacional do Brasil para os próximos dez anos.
