De 2003, essa proposta de emenda constitucional transfere aos estados a prerrogativa de criar novos municípios seguindo os critérios da Constituição Federal.
Entre os manifestantes, estão moradores de 46 distritos maranhenses, como Ipiranga, Santa Vitória, Novo Jardim, Lagoa Comprida, Queimadas, Três lagos, Largo da Pedra e Palmares. Fernando Conceição, morador de Queimadas, reclama das condições de vida no local: “Estou cansado de viver na lama. Em Queimadas, não temos estrada, merenda escolar, saúde nem educação. Queremos ser vistos pelo governo”, protesta.

Atualmente, 19 propostas de lei complementar com diferentes requisitos para a emancipação, fusão e desmembramento de distritos tramitam na Câmara dos Deputados — e a expectativa é que a votação ocorra ainda neste primeiro semestre. Entre todas as matérias, a mais adiantada é o Projeto de Lei Complementar nº 416, de 2008, aprovado pelo Senado e encaminhado à Câmara, ao qual estão apensados todos os demais. O tema deverá entrar na pauta das próximas reuniões dos líderes partidários.
O assunto interessa diretamente a 800 distritos em todo o Brasil, que já protocolaram nas assembleias legislativas pedidos de emancipação, de acordo com levantamento da Confederação Nacional dos Municípios (CNM). Mas os deputados estaduais estão impedidos de legislar sobre o tema até que o Congresso Nacional aprove uma lei complementar estabelecendo os critérios.

The new Zune browser is surprisingly good, but not as good as the iPod’s. It works well, but isn’t as fast as Safari, and has a clunkier interface. If you occasionally plan on using the web browser that’s not an issue, but if you’re planning to browse the web alot from your PMP then the iPod’s larger screen and better browser may be important.
