Antes de tudo, vale ressalta que para os municípios muito extensos, muito populosos ou com distritos afastados, a gestão das diferenças entre as diversas realidades espaciais do município, com demandas desiguais da população, tende a ser um problema administrativo e político. Para municípios nessas condições, é necessário dividir de alguma forma as responsabilidades e atividades da prefeitura.
Contudo, o prefeito de São Luís, João Castelo deve fazer alguns questionamentos sobre o assunto, tais como: Por que descentralizar? Como pode a descentralização funcionar mais eficazmente? Qual é a tarefa da alta administração numa organização descentralizada? Quais são as maiores diferenças conceituais entre uma organização centralizada e uma descentralizada? Realmente Castelo deve entrar em parafuso!!!
O certo é que uma gestão descentralizada garante a eficiência, colocando a responsabilidade pelas decisões nas mãos da pessoa mais qualificada para tomá-las. Isso implica em escolher pessoas certas para as pastas certas. Secretários não podem ser meras figuras decorativas.
Castelo mostra ser um homem desconfiado, é parece não acreditar que se deve movimentar o sentido de tomadas de decisões para baixo até que se atinja o “homem certo no lugar certo”, aquele que está bastante familiarizado com todos os fatores que devem ser levado em consideração quando da tomada de qualquer decisão e que, por conseguinte, está na melhor posição para avaliar tais fatores e tomar a decisão correta.
Um secretário tem que ter a responsabilidade pelo desenrolar de sua pasta, com autonomia e mostrando ao prefeito que aquela tomada de decisão é a melhor possível, isso tecnicamente, socialmente e politicamente.
É claro que numa gestão descentralizada implica num conjunto diferente de relações organizacionais do que as encontradas na forma centralizada. A descentralização pode conter a promessa de grandes potenciais em termos de um desempenho administrativo aperfeiçoado, mas também existem alguns custos escondidos, e a capitulação de um controle rígido pelo prefeito.
A fim de fazer com que a descentralização funcione, Castelo deve garantir a seus auxiliares a plena responsabilidade pelas operações de suas respectivas pastas, mas ele, Castelo, terá que assimilar que as tomas de decisões podem não ser as mais coerentes, com isso terá que se adaptar para enfrentar outro lado da moeda: os secretários também podem errar.
Castelo tem que entender que numa gestão descentralizada o seu papel deve ser o de planejamento e controle, mas nunca operacional; os seus esforços devem ser dirigidos, preferivelmente, para mostrar a seus secretários o que o seu governo deve fazer para melhorar o bem-estar da população e depois cobrar os resultados. Por outro lado, é da responsabilidade do secretário delinear as alternativas e avaliar os prós e os contras de cada problema. Enquanto que o prefeito desempenhará sua tarefa levantando questões perspicazes e verificando a lógica das ações propostas.
A diferença sutil entre este método de operar e uma organização centralizada, na qual estamos vendo na gestão do Prefeito Castelo, é o desinteresse de seus auxiliares com a coisa pública, pois ficam feito baratas tontas e não sabem que decisão tomar. Não existe uma linha de comunicação rápida e apropriada, provocando, com isso, o que estamos vendo em São Luís: buracos nas Avenidas e Ruas, animais soltos por toda a cidade, transito caótico etc.
O certo é que as decisões do prefeito envolvem pessoas intermediarias que desenvolvem distorções e erros pessoais no processo de comunicação das decisões.
Por fim, a prefeitura de São Luís criou algum projeto de Lei que cria a administração centralizada?

O problema de Castelo não é só o centralismo é que a bandalheira começa de cima e aí se espalha . Ontem mesmo vi uma operação tapa-buraco : Os caras só passam uma vassoura , não fazem o corte das bordas e ao final colocam a massa asfáltica em formato quadrado , para enganar os abestados que somos nós. Aí cumpade , não vai durar nada e alguém vai encher os bolsos repetindo o mesmo trabalho erecebimento , é claro.

If people’s computer could not handle extra memory plus the newest software package requires that ram increase, it might be the time to shop for a new PC.
