A pessoa disse que é verdadeira a informação de que foi a Construtora Canon Ltda, dentro das exigências da lei de licitações nº 8666 e que aí terminou a participação do atual presidente do TJ/MA, Jamil Gedeor.
Quanto a substituição da vencedora pela Proenter Engenharia Ltda já se deu na gestão do ex-procurador Raimundo Nonato.
Segundo o informante, a substituição do projeto inicial por outro de custos bem menores foram efetuados na gestão de Raimundo Nonato. “Toda a equipe de engenharia do PGE sabia que a substituição da laje em concreto protendido, conforme solicitação do engenheiro Adolfo Bezerra Rocha, por lajes pré-moldadas, com custos menores, poderia colocar em risco o prédio e que não se poderia fugir do projeto licitado e contrato”, disse o informante.
Para ele, setor de engenharia, na gestão do ex-procurador Raimundo Nonato, usou o princípio da economicidade na administração pública às avessas. “Também concordo que ao permitir a alteração da concepção inicial do projeto básico no transcurso da obra, sem justificativas plausíveis, bem como sem redução do custo da obra, levou o prédio a se tornar em ruínas em pouco tempo”, disse o informante.
Com relação aos aditivos, o informante disse que esse ato jamais poderia ter sido feito por Jamil Gedeor, visto que o mesmo já estava no Tribunal de Justiça como desembargador. “Realmente os aditivos ultrapassaram os valores permitido por lei. Contudo, foram efetuados na gestão do ex-procurador Raimundo Nonato. Para verificar a veracidade dos fatos, basta verificar nos processos as assinaturas constantes.
“Concordo quando é dito que o planejamento e a licitação da obra foram efetuadas na gestão de Jamil Gedeon, mas a incumbência de contratar, fiscalizar e entregar a obra foi na gestão de Raimundo Nonato, com isso a responsabilidade pelos problemas apresentados prematuramente é do Raimundo Nonato de Carvalho”, disse o informante.
“Quanto ao laudo da engenharia da PGJ, que Raimundo Nonato dispõe é uma farsa, pois todos sabiam das mudanças que houveram do projeto inicial. É certo afirmar que o Termo de Recebimento Definitivo da Obra, apresentada por Raimundo Nonato, na Audiência Pública do dia 28/2/2011, é intrigante, exatamente de como foi que o mesmo teve acesso ao tal Termo. Foi antes ou depois do sumiço do tal projeto estrutural?”, concordou o informante.
Para o informante, a omissão do Procurador Raimundo Nonato é evidente, porque ele sabia que aquela obra apresentaria problemas e, por isso, não tinha como convocar a construtora para corrigir os vícios construtivos e aplicar as penalidades cabíveis.
