Mais uma vez a Assembléia Legislativa se superou hoje pela incoerência de seus membros, pois levaram o que se tornou público para uma reunião secreta. Dessa forma a proposta pela reunião secreta ficou além da imaginação do mais criativo autor de novelas de horror.
Rompeu-se os limites constitucionais. Esqueceu-se do sadio princípio da publicidade. Preceito fixado com rigor na Constituição da República. Avançou para os descaminhos do segredo. Excrescência inaceitável em uma democracia.
A democracia possui alguns postulados. Dentre eles, aflora a obrigação de transparência em todos os assuntos públicos. Nada pode ser secreto. Tudo deve correr às claras. A cidadania – como empregadora – tudo deve conhecer.
Nada pode ser mantido obscuramente. Só os maliciosos admitem assuntos públicos reservados. A Assembléia Legislativa, neste passo, foi além do permitido. Feriu a legislação e mostrou-se agente da improbidade.
Um erro. A democracia – o melhor dos regimes – é que permitiu o conhecimento das ações licitas e ilícitas cometidas. Em regimes autoritários ou totalitários, o pior se verifica e os aparelhos de censura a tudo escondem.
Na verdade, o deputado Raimundo Cutrim foi a tribuna cobrar da Mesa Diretora transparência nas nomeações efetuadas pela Casa e afirmar que irá denunciar às autoridades competentes os casos de nomeações em que seus detentores não comparecem ao serviço.
De acordo com a fala do deputado Cutrim, ficou transparente ao público que existem parlamentares privilegiados e outros não. Quando todos têm o mesmo direito em ter apenas 19 cargos em seus gabinetes. Para Cutrim tem que vir à tona essas ilicitudes.
O presidente da Assembléia Legislativa, Arnaldo Melo, respondeu as denúncias da própria Mesa Diretora, ou seja, de público. Arnaldo disse que Cutrim está tentando atingir sua administração e que sua revolta é pelo fato do corte dos excessos que existiam em seu gabinete.
O presidente foi mais longe ao dizer que o deputado Cutrim esteve sentado a seu lado em uma reunião para pedir que ele mantivesse as vantagens do seu gabinete, além de dizer que o deputado Cutrim poderia tomar todas as medidas que o seu mandato lhe impõe.
Por outro lado, Cutrim disse que na reunião apenas indagou ao presidente se ele manteria o pessoal de seu gabinete.
Como a coisa já estava pública, não haveria a necessidade de uma reunião secreta. Mesmo assim foi proposto pelo deputado Tatá Milhomem, porém o presidente Arnaldo Melo não quis tomar essa decisão monocraticamente, levando a votação para o plenário, que optou pela reunião secreta.
Em minha opinião, o plenário errou na decisão, haja vista que é direito constitucional o contribuinte saber dos atos dos poderes constituídos, além de que o fato já não era mais secreto.
A não ser a tentativa de um cala boca ao reclamante, coisa que duvido muito, visto que o presidente pareceu ser favorável a uma discussão aberta no próprio plenário.
