Hoje (05), o senador Antônio Carlos Valadares (PSB-SE), da tribuna do Senado, afirmou que todos os Estados brasileiros maquiaram o orçamento, cujo resultado foi a saúde pública perder, de 2004 a 2008, quase R$ 12 bilhões em recursos que deveriam ser investidos na rubrica, de acordo com a Emenda Constitucional 29.
O senador estava com o jornal Folha de São Paulo, que fez a denúncia, baseada nos dados do próprio governo federal. Valadares disse que foi uma irresponsabilidade com a saúde do cidadão, pois os estados não cumpriam com suas contrapartidas, coisa que levou ao caos na saúde por todo o país.
Segundo Valadares, para alcançar os percentuais obrigatórios estabelecidos na Carta Magna, governos manobraram a proposta orçamentária e incluíam gastos em saneamento básico, financiamento habitacional ou pensões de servidores como investimentos no setor. A fim de mudar tal quadro. Valadares cobrou da Câmara dos Deputados que aprove o projeto de lei complementar que define, entre outros pontos, o que pode ser classificado como gasto em saúde (PLS 35/02- Complementar, no Senado)
“Caso a Emenda 29 fosse regulamentada, não existiriam essas maquiagens, pois ficaria clara do que pode ser classificado como ação de saúde. Aí está brecha para driblar o dispositivo da Constituição”, disse o senador.
De acordo com o senador, o texto legal obriga a aplicação de 12% da receita dos estados e 15% dos recursos orçamentários dos municípios em saúde. Segundo denúncia do jornal Folha de S. Paulo, pelos percentuais constitucionais, os estados deveriam ter investido em saúde R$ 114,2 bilhões entre 2004 e 2008. Disseram que investiram R$ 115 bilhões, mas na realidade os recursos destinados à pasta somam apenas R$ 103,4 bilhões. Esse passivo, essa diferença, foi maquiada, explicou o senador, que foi relator da PEC que resultou na Emenda 29, em 2000.
Por fim, Valadares fez um apelo para que as lideranças da Câmara cheguem a um acordo para a votação do projeto “Emenda 29”, visto que a saúde pública grita neste momento, em todos os recantos do país, pela melhoria desse serviço essencial ao cidadão.
Qual foi o destino desse dinheiro maquiado aqui no Maranhão? Essa é uma pergunta que não pode calar!!!

Para mim ela só fez foi eleger quem ela quiz, comprou candidatos como Roberto Rocha ( nojento ) e ainda mais o prefeito de São Luís e Imperatriz!! Uma vergonha esse governo. Ao invés de tirar quem quer da um basta nesses ladrões, poderia era tirar essa Olga, despreparada para a Educação, aliás, só serve para cuidar da agenda da Roengana isso sim. Engraçado, metiu o pau na secretaria de administração do gov Jackson, uma enfermeira, e agora eles podem tudo e a gente tem que ficar calado!! Vamos dar um basta nesse pouca vergonha!!!
Você está confundindo alhos com bugalhos… O desvio do dinheiro da saúde foi exatamente nos anos de 2004 a 2008, cujos governadores eram José Reinaldo e Jackson Lago. Então, fale sobre o assunto que foi debatido hoje no Senado e pelo jornal Folha de São Paulo, com informações do próprio Ministério da Saúde.
