Governadores resistem à reforma tributária fatiada
A proposta do governo federal de uma reforma tributária fatiada, que comece pela redução e unificação das alíquotas de ICMS interestaduais, encontra forte resistência entre os Estados das regiões Norte e Centro-Oeste, que estiveram reunidos hoje no Ministério da Fazenda com o ministro Guido Mantega. Os governadores desses Estados impuseram condições para que a reforma seja possível. Apesar das frequentes negativas do secretário do Tesouro Nacional, Arno Augustin, em rever os contratos das dívidas dos Estados (o que iria de encontro à Lei de Responsabilidade Fiscal), o primeiro ponto exigido pelos governadores é uma revisão nas alíquotas de juros pagos pelos Estados. Além disso, a divisão dos royalties de petróleo, os repasses do Fundo de Participação dos Estados (FPE) e do Fundo Constitucional são exigências para repor a perda de arrecadação que os Estados das regiões teriam. Os governadores ainda pedem uma rediscussão da Lei Kandir e a regulamentação da tributação do comércio eletrônico nos Estados de destino das mercadorias. ‘Do jeito que a proposta está, só ganhariam os Estados do Rio de Janeiro, São Paulo e Minas Gerais. O ministro precisa refazer a proposta’, disse o governador do Mato Grosso do Sul, André Puccinelli.
Emendas ao PNE batem recorde na Câmara
O total de emendas recebidas pela Comissão Especial que analisa o Plano Nacional de Educação (PNE) até esta terça-feira (7) já passam de 2.300. Segundo o Sistema de Informação Legislativo da Câmara dos Deputados, esta é uma marca nunca alcançada por um projeto de lei em análise, comparando-se apenas a Constituinte de 1988. Sobre o recorde atingido, o deputado federal Gastão Vieira (PMDB-MA), presidente da Comissão, afirmou que o grande número de propostas de modificações se dá por não haver consenso entre os protagonistas da Conferencia Nacional de Educação. “Mais uma vez, reforço a necessidade de ouvirmos todos, como defendo desde quando criamos a Comissão Especial. Estamos organizando as emendas de acordo com as metas para contituir a análise que será feita pelo relator”. A maioria das emendas apresentadas pelos parlamentares aborda temas sugeridos pelos movimentos sociais que não foram atendidos pelo Ministério da Educação durante a produção do texto entregue à Câmara, em dezembro de 2010. Entre os temas mais apontados estão o aumento do financiamento da educação de 7% para 10% e a inclusão do pacto federativo de responsabilidade entre União, estados e municípios com os recursos da educação.

A Federação dos Municípios do Estado do Maranhão (FAMEM) capacitará os gestores dos municipais, através de sua Escola de Gestão, para o alistamento militar em todos os municípios federados. A medida foi tomada pelo presidente da entidade, prefeito Junior Marreca, em cumprimento ao artigo 143 da Constituição Federal, que trata da obrigação do serviço militar. Para a manutenção de um acordo técnico entre FAMEM e a 27ª Circunscrição do Serviço Militar do Maranhão (CSM), o tenente coronel Pedro Moreira da Silva esteve reunido com a representante da Escola de Gestores da Federação, a Tammy Cunha Ramos, nesta terça-feira (7), para acertar o começo das novas aulas de capacitação dos presidentes das juntas de serviços militares dos municípios federados. “A FAMEM, em cumprimento ao acordo firmado com a 27ª circunscrição do Exercito, cederá toda a estrutura de sua Escola de Gestores, para a formação de novos presidentes de Juntas de Serviço Militar, como manda a lei do Serviço Militar, para que os gestores municipais possam executar o alistamento e regularizem a situação dos jovens maranhenses nos municípios mais distantes, que estejam na idade para o alistamento militar, disse Tammy Cunha.

Between me and my husband we’ve owned more MP3 players over the years than I can count, including Sansas, iRivers, iPods (classic & touch), the Ibiza Rhapsody, etc. But, the last few years I’ve settled down to one line of players. Why? Because I was happy to discover how well-designed and fun to use the underappreciated (and widely mocked) Zunes are.
I can’t help but think that this wedding is one of the best things to happen of the 2000s. The wishes of a nation to the happy couple and any body that doesn’t agree is a stick in the mud.
